Borislav Škegro

Borislav Škegro received his Master’s degree in Economics from the University of Zagreb in 1981 and was awarded for best academic achievement in 1983. Mr. Škegro was a senior economist at the Institute of Economics in Zagreb for 16 years, where he worked on numerous applied economic research projects and also taught several graduate courses in the theory of macroeconomics, econometrics and international economics. Mr. Škegro completed his post graduate study at the University of Rhode Island and also spent some time at the University of Pennsylvania.

He was also the author and co-author of three books and numerous papers published in Croatian and international journals.

In 1992, Mr. Škegro became the Deputy Director of the Institute of Economics. In the following year, he became the economic advisor to the President of the Republic of Croatia. From 1992 to 1998 Mr. Škegro was a member of the Board of Governors in the Croatian National Bank and actively participated in the design and implementation of monetary reforms and policies. From 1993 - 2000, Mr. Škegro was Deputy Prime Minister in charge of economic affairs. From 1997 to 2000 he occupied the post of Minister of Finance of the Republic of Croatia. As Finance Minister, Mr. Škegro designed nine approved state budgets, headed the economic branch of the Government and established the 1993 Stabilization Program. In addition, he coordinated major legal reforms including the Company Law, Tax Laws, Banking Law, three-pillar Pension Law, Public Procurement Law and Investment Funds Law. He also initiated and coordinated the establishment of many Croatian institutions, such as Tax Administration, Customs Administration, Securities and Exchange Commission, Bank Rehabilitation Agency and the Bank for Reconstruction and Development. Mr. Škegro led the negotiations with IFIs, creditors, rating agencies and negotiated major privatization deals including Pliva, Croatian Telecom and Privredna Banka Zagreb. Since 2001 and up until joining Quaestus, Mr. Škegro held the position of executive director in the textile and apparel manufacturer «Varteks». In 2003 Mr. Škegro, together with his partners, founded Quaestus Private Equity where he is managing director.
